MUGS: 39 charged in multi-county drug operation in the Upstate (2024)

SPARTANBURG COUNTY, SC (WSPA) – South Carolina Attorney General Alan Wilson announced Wednesday that the South Carolina State Grand Jury issued indictments on 39 people for their alleged participation in an Upstate drug trafficking conspiracy, following a multi-jurisdictional investigation known as “Groundhog Day.”

According to a news release, the drug trafficking involved heroin and methamphetamine, as well as other illegal narcotics.

“The State Grand Jury returned 7 indictments alleging multiple but connected charges and conspiracies relating to trafficking 28 grams or more of heroin and 400 grams or more of methamphetamine. The investigation revealed that this organization allegedly trafficked large quantities of heroin, methamphetamine, and other illegal narcotics into the Upstate during the course of its operation, which allegedly began as early as March of 2018,” according to the release.

The investigation has so far resulted in the seizure of over 54 pounds of methamphetamine, nearly five pounds of heroin, as well as cocaine, marijuana, psychedelic mushrooms, fentanyl and various prescription pills.

According to the release, firearms, cash and vehicles were also recovered by law enforcement during the investigation.

During a news conference Wednesday, Spartanburg County Sheriff Chuck Wright, joined by other law enforcement leaders from across the Upstate, shared the results of a roughly two-year narcotics investigation.

“Every community deserves to have a peaceful community to come home to, and children should be able to play in the front yard without having to worry about this nonsense on the street,” Wright said. “I want you to think about how many people who are involved in this that didn’t get to go home to their family at dinner time or take a night out with their wife or go sit on the porch with their dad or mom and drink coffee, because they’re out doing this stuff for you.”

Wright said some of the individuals charged were arrested in counties throughout the Upstate, including Spartanbug, Cherokee, Greenville, Laurens, Pickens and Anderson counties.

“Bad guys don’t care anything about county lines or jurisdictions, and we don’t either because we’ve got teammates in there,” Wright said.

According to the sheriff, SLED was also involved in the operation and said a portion of the drugs were recovered through the South Carolina Department of Corrections, which is something Sheriff Wright said he won’t tolerate.

“I’ll put you on notice right quick, fast, and in a hurry. You can take it as a challenge if you want to. I’m up for it. But we are going to get after your tail,” he said. “You better hope I don’t catch you. But I’m going to do everything I can to catch you. You ain’t my friend.”

Wright said the bust is an example of the ongoing drug problem he and other agencies in the Upstate are working hard to diminish.

“Our prayer is that we could get these people on the right path where they go ‘I don’t need that life.’ That would be the goal for me. Because I’ve never interviewed a mama who said ‘I raised my kid to be a good drug dealer.’ Nobody’s ever done that. They’re disappointing to their parents. It’s not a matter of if you get in trouble or dead in the drug scene, it’s a matter of when. I want to save your children, too,” he said.

And Sheriff Wright has a message for others.

“People are always saying ‘You’re never going to win the war on drugs.’ We might not, but that’s got nothing to do with the fight we’re going to bring to it,” he said. “All you people who are out there screaming because we’re getting this stuff off the road, get your voices cleared up, because we’re going to do it again.”

According to the release, bond hearing were held on Nov. 4, 2019 and July 15, 2020 in Richland County.

Marion Douglas Garnett, Jr. and Jonathan Blake Willingham were both denied bond. The other defendants were given surety and personal recognizance bonds.

According to the release, William Dexter Harman is still a fugitive. Anyone with information on his whereabouts is asked to call the South Carolina Law Enforcement Division or Crimestoppers.

“The State Grand Jury and the partnership between the Attorney General’s Office and federal, state and local agencies have proven to be effective in addressing multi-county drug trafficking,” Wilson said. “The Attorney General’s Office and all of the agencies involved are committed to fighting the trafficking of drugs such as methamphetamine, heroin, and fentanyl to the citizens of our State.”
